An FPL bill on a county road

Here is a fact that surprises people who move to Wellborn from somewhere else in Suwannee County: the electric bill comes from FPL. Almost everything rural in the county, from the river lots to the farm roads south, is served by the Suwannee Valley Electric Cooperative. Wellborn, the US 90 community of roughly 2,700 people about eleven miles east of Live Oak, and Houston, the little settlement six miles out that was the county seat before Live Oak took the title in 1867, are both on FPL’s system.

That accident of territory changes what a new system costs you. FPL runs a residential air-conditioning rebate; the co-op’s published programs center on smart thermostats and filter reminders rather than cash toward equipment.

The rebate, and who can hand it to you

FPL’s program gives an instant credit on qualifying high-efficiency replacements, with a minimum efficiency rating that the utility adjusts from time to time, and it is paid through contractors enrolled as participating installers rather than claimed by the homeowner afterward. The equipment has to clear the current efficiency bar, which we confirm at quote time, and Cook’s enrollment status is something to confirm with us [[CONFIRM WITH JERRY]]. Federal incentives that once stacked on top ended for equipment installed after 2025; manufacturer promotions sometimes apply, and we check them.

Upgrades that actually pay in Beulah Vista Estates and Suwannee Woodlands

Wellborn’s two named subdivisions, Beulah Vista Estates and Suwannee Woodlands, are acreage lots with a mix of site-built homes and manufactured homes from the 1980s onward, on wells and septic. Between them and the homesteads along the county roads, the upgrades that show up on the next bill are, in order:

Upgrade Who it fits What the meter shows
Seal and insulate the duct Any home with belly duct or attic flex over twenty years old Often the single largest drop, and the cheapest
Stop the heat strips running Heat pumps with a failed reversing valve, bad defrost board or low charge Winter bills fall by the cost of a space heater running all night
Two-stage or variable-speed replacement Single-stage systems past fifteen years Lower summer peaks and a drier house
Smart thermostat with schedules Homes empty during the day Modest, but steady
Shade or relocate a west-facing condenser Open-lot homesteads Small, but real on 94-degree afternoons
Technician inspecting the electric heat strips in an air handler at a home in Beulah Vista Estates near Wellborn
On a frost morning the heat strips run and the meter spins. Half the high winter bills in Wellborn trace back to strips doing a job the heat pump should be doing.

Homesteads, mobile homes and what each one needs

Wellborn is a place of long driveways. A typical call is a manufactured home on five acres with a pad-mounted package unit and a belly duct under the floor, or a 1990s site-built house with an attic air handler, or a farmhouse that has been added onto three times and has a different system for each addition. The manufactured homes need the duct looked at first, the site-built homes need the ordinary summer and winter parts, and the farmhouses need someone to think about the whole building rather than its newest piece.

Water is from wells here, and the drain side of every system is sized and routed for iron and sulfur.

Houston, the old county seat

Houston is small enough to miss at highway speed: a cluster of homes on US 90 at the midpoint between Live Oak and the county line, with Camp Weed and the conference center and a golf course nearby. Its calls are Wellborn’s calls, a few minutes sooner.

Both are reached from Cook’s truck yard in Palm Coast, 144 miles by I-10 and US 90. The dispatcher is on the line every hour of the day for the same price, and a replacement quote costs nothing.

Questions from the east end of US 90

Does FPL's air-conditioning rebate apply to a manufactured home?

The program is about the equipment’s efficiency rating and the contractor’s enrollment, not the kind of home, so a qualifying package unit or split on a manufactured home can be eligible. We confirm current terms when we quote, and whether Cook’s is enrolled is something to ask us directly [[CONFIRM WITH JERRY]].

Which upgrade actually lowers the bill most on an older Wellborn homestead?

In this order, from what we see on the meter: sealing and insulating the duct, fixing a heat pump that has been running on strips, then swapping a single-stage system past fifteen years for one that can run at two stages or variable speed. A new unit on leaking duct is the expensive way to get a small improvement.

How quickly can you get to Wellborn from the main highway?

Wellborn sits right on US 90 about eleven miles east of Live Oak, so it is one of the easier addresses in the county for us; Houston is six miles out on the same road. The Palm Coast shop is 144 miles away, so calls are grouped into county days, with dispatch answered around the clock and no after-hours charge.
